Block parties are organized by citizens and supported by the Leisure and Culture Department, which guides neighbourhood organizers and acts as the liaison with the different City departments, if needed. Citizens can therefore choose their own event format: an after-work gathering, a community potluck, a picnic, a barbecue, family activities, and so on.
The City supports block parties by offering resources, such as loaning out certain equipment for the event.
A Neighbourhood Party is a gathering of people from the same neighbourhood, with the purpose of encouraging friendliness and solidarity among the members of a same living environment.
A Neighbourhood Party is organized by the citizens themselvesand is supported by the Leisure and Culture Department which liaises between the various City departments and the Service de sécurité incendie de Montréal (SIM). The Leisure and Culture Department does not organize this activity; it only provides guidance to the organizers. Residents are free to choose their own event format: happy hour, community meal, picnic, barbecue, family activities, etc. The City of Dorval offers assistance by lending certain equipment needed to organize the event. Of course, certain authorizations are mandatory. Let the party begin!
Admissiblity
The event organizer must be 18 years old or older and be a citizen or a group of citizens of the City of Dorval.
Responsibilities of the organizer
The organizer or organizers must first obtain the signed approval of 75% of the residents of the street where the party will be held. Without this approval, the project must be abandoned. They must fill in the form provided for this purpose.
The organizer or organizers must fill in the “Neighbourhood Party Organization Request” form and send their request 45 business days prior to the event to the Leisure and Culture Department by email to ccsdlocation@ville.dorval.qc.ca.
The organizer or organizers must not publicly advertise the event before the request has been authorized.
A secure location must be determined for the equipment to be dropped off upon delivery by the City. The organizer is responsible for the equipment and must ensure that it complies with their request upon delivery. The organizer is responsible for the equipment on loan. The City reserves the right to establish the time and date of the delivery and its return according to the availability of the personnel and appropriate vehicles.
Residents of parallel and perpendicular streets must be notified of the event by citizens. Their consent is not required.
The organizer(s) will be held responsible and may be required to pay for the repair or replacement of any damaged, lost, or stolen equipment.
The organizer(s) must leave a 5-meter-wide corridor on the roadway free of any objects to allow emergency vehicles to pass.
The organizer is responsible for obtaining the various permits and rights required from the relevant authorities for the event to take place.
By-law RCM 20-2007 prohibits all noise between 11 p.m. and 7 a.m. and, consequently, all noisy activities must cease at the prescribed time. Please note that no noise will be tolerated after 11 p.m.
The City's responsibilities
The Leisure and Culture Department ensures that the organizers have provided all the necessary information and documents: proposed date, rain date, place and time, names of the organizers and the equipment required for the event.

The Leisure and Culture Department ensures that no other Neighbourhood Party is planned for the same day. Only a complete application can be submitted through our authorization process in order to obtain approval from the Director General, the Engineering Department, and the Service de sécurité incendie de Montréal (SIM).
Once authorization has been obtained, the City's rental agent notifies the organizers and continues to provide them with support and advice and follows up with City services for street closures and transportation of the required equipment to the location specified on the form.
City personnel may visit the party venue. However, they must not take part in the organization. This project belongs to the citizens.
