This two‑part program offers financial assistance to support property owners who have suffered damage related to flooding in recent years.
To be eligible, a Dorval resident must meet two criteria:
Eligible buildings The ground floor and basement must be occupied by one or more of the following use groups, in accordance with urban planning regulations:
Residential housing
Commercial use
Eligible disaster Disaster resulting from water damage caused by flooding or sewer backup arising exclusively from the torrential rains of August 9, 2024 and/or July 13, 2025.
Program Duration and Eligibility Application
The inspection and subsidy program begins on Monday, March 30, 2026.
A maximum of 200 eligible applications will be processed annually through this program during 2026 and 2027. Applications will be handled in the order in which they are received.
The program includes two distinct components. Applicants must first participate in the first component (inspection) before they can apply for the second component (subsidy):

Eligibility Application
To be eligible for the Inspection Program, a person residing in Dorval must meet three criteria:
Starting March 30, 2026, submit a complete and compliant eligibility application using the designated form (see link below). A paper version of the form is also available at the reception desk of the Urban Planning Department (60 Martin Avenue).
Provide one of the following supporting documents with the eligibility application:
Proof of damage report submitted to the City, accompanied by proof of damages.
Proof of a claim request filed with the City, accompanied by proof of damage.
Proof of a claim request filed with an insurance company, accompanied by proof of damage.
Any other proof of damage demonstrating the occurrence of an eligible disaster, beyond any reasonable doubt.
Consent to share with the City of Dorval and its authorized agent all information collected, and authorize the City to use the information, evidence, and documents for municipal purposes. In the event of the sale of the property, the applicant must transfer all of the above-mentioned documents to the buyer of the property.
An initial inspection carried out by an authorized external contractor to identify vulnerabilities related to flood and sewer backup risks.
A detailed inspection report describing observations and vulnerabilities identified based on a risk analysis and the building’s history.
A corrective work plan, prioritized according to the level of risk, outlining the recommended interventions.
The corrective work plan includes, where applicable, any work already carried out by the applicant following an eligible claim, provided that it corresponds to the corrective work identified. This work may therefore be considered within the context of the Subsidy Program for priority measures to protect against flooding and sewer backup risks.
Only the work, improvements, purchases, and installations recommended in the corrective work plan issued by the City are eligible for the Subsidy Program.
The financial assistance covers 70% of the cost of eligible work, up to a maximum of $10,000 per building (the cost of the inspection carried out beforehand as well as the fees associated with the preparation of the inspection report and work plan—approximately $2,000—will be deducted from the allocated financial assistance).
To be eligible for the Subsidy Program, a person residing in Dorval must meet the following criteria:
Submit a complete eligibility application using the designated form (see link below), along with:
The corrective work plan (as received following the inspection program)
A cost estimate (contractor bids or detailed estimates from the property owner)
An approximate timeline for the work or the installations
* If work has already been completed, documentation allowing its evaluation must be provided. * For condominiums, a signed subsidy cost‑sharing agreement from all co‑owners must be submitted.
Respect the following conditions:
Share with the City of Dorval all information and documents related to the program.
Authorize their use for municipal purposes.
Have any changes to the project approved prior to carrying them out.
In the event of a sale, transfer all program documents to the property’s buyer.
After the application has been approved, the applicant has six (6) months to complete the approved work and submit the reimbursement request. An additional delay may be granted in exceptional cases.
To be considered compliant, the reimbursement application must be submitted within six (6) monthsfollowing the eligibility confirmation and must include:
A summary table of invoices: supplier, amount, associated recommendation, description of the work/equipment (a template is available below)
Detailed copies of all invoices
Any required certificates or permits, if applicable
Proof that an insurance claim was led, proof of the amount paid by the insurer, or proof that the insurance policy did not cover this type of claim.
If the reimbursement applicationt is compliant, an initial payment (70%) will be issued. A visit with the authorized external contractor will then be scheduled to confirm the compliance of the work and allow for the final payment (30%).

Materials related to the work
Rental of necessary equipment
Purchase of eligible equipment installed
Restoration without improvement (gypsum, flooring, asphalt, paving stones, etc.)
All proposed or completed work must comply with applicable laws, regulations, and standards, including the Quebec Construction Code, the Professional Code, municipal regulations, and any required permits or authorization certificates.
