The municipal council assumes the duties incumbent upon them by law. It monitors the quality of life of citizens and ensures that the services offered adequately meet the needs of the community. When it makes decisions on guidelines and priorities for the municipality, it takes into account the interests of the entire population and its decisions take the form of resolutions or by-laws adopted at a meeting held in accordance with the provisions of the Cities and Towns Act.
The municipal council holds monthly public meetings at the "Quatre Vents" residence (12 Dahlia Avenue), at 8 p.m. These meetings are open to the public and a question period is set aside for residents. The agenda of the meeting is available online the day prior to the meeting.

The City of Dorval’s territory, which had 14,535 registered voters as of November 2, 2025, is divided into 6 electoral districts (average of 2,427 voters per district). Note that, unless otherwise indicated, the centre of the indicated traffic lanes and demarcations constitutes the effective limit.
Elected representatives and municipal employees must respect a code of ethics and professional conduct, the principles of which are listed in the documents below.
Under the Municipal Ethics and Good Conduct Act, every council member must, within six months of the start of their first term and within nine months of the start of any subsequent term, participate in training on municipal ethics and good conduct. The elected official must declare their participation to the city clerk, who reports it to the council. The municipality must keep its website up to date with the list of members who have completed the training.
Under the Act Respecting the Ministère des Affaires municipales, des Régions et de l’Occupation du territoire, every council member must attend training on their role as well as on the municipal system within nine months of taking office.
