Special Urban Planning Program (SPP) for the City Entrance

The SPP is intended to guide the redevelopment of this strategic area at the municipal level. Its development will enable the City to define a coherent vision for this area, while adjusting urban planning regulations to encourage projects that integrate harmoniously into their surroundings while helping create a true living environment.

The concerned area, covering 15.1 ha, includes:

  • The Jardins Dorval and their immediate surroundings
  • Dorval Avenue, on the Jardins Dorval (west) side
  • The highway frontage area
  • The interface with Louise‑Lamy Avenue
  • Carson Avenue

This planning tool helps define an overall vision, establish a clear regulatory framework, and identify the interventions needed to meet the community’s needs.

The SPP aims to guide the future development of the area by proposing clear urban design and architectural guidelines, improving mobility for all modes of transportation, and supporting concrete implementation through regulatory tools and an action plan.

This area offers an opportunity to increase density near public transit and to transform the city entrance into a mixed, compact, and welcoming living environment. The SPP also seeks to strengthen the area’s identity, bring more nature into a network of structured public spaces, and make daily travel easier without relying solely on automobiles.
