Two City Programs Related to Flooding
To improve the climate‑resilience of certain buildings on its territory, the City of Dorval is launching two programs related to flooding.
1. Inspection and Subsidy Program for Affected Residents
This two‑part program offers financial assistance to support residents who have suffered damage related to flooding in recent years.
To be eligible, a Dorval resident must meet two criteria:
- Eligible buildings
The ground floor and basement must be occupied by one or more of the following use groups, in accordance with urban planning regulations:- Residential housing
- Commercial use
- Eligible disaster
The disaster must be resulting from water damage caused by flooding or sewer backup arising exclusively from the torrential rains of August 9, 2024 and/or July 13, 2025.
The program includes two distinct components:
- A building inspection will be carried out to identify vulnerabilities related to flooding and sewer backup risks.
- A detailed inspection report describing observations and vulnerabilities identified based on risk analysis and the building’s history will be produced and given to the owner.
- A corrective work plan, prioritized according to risk level, will be provided to the owner.
- Financial assistance covering 70% of the cost of eligible work (compliant with the corrective work plan and applicable regulations), up to a maximum of $10,000 per building (the cost of the inspection carried out beforehand as well as the fees associated with the preparation of the inspection report and work plan—approximately $2,000—will be deducted from the allocated financial assistance).
Program Duration and Eligibility Application
The inspection and subsidy program begins on Monday, March 30, 2026.
A maximum of 200 eligible applications will be processed annually through this program during 2026 and 2027. Applications will be handled in the order in which they are received.
2. Program for Non-Affected Residents
This is a personalized support service, offered in partnership with Écohabitation, designed to help Dorval residents identify the best adaptation strategies to protect their homes from flooding and to ensure that any required work, if necessary, is carried out according to industry standards.
Any residential dwelling located in Dorval that did not sustain water damage as a result of flooding or sewer backup during the torrential rain events of August 9, 2024 and/or July 13, 2025, is eligible for this program.
Through this support service, applicants will receive one or more of the following services of their choosing, all offered at a preferential rate (paid by the applicants):
Development of a personalized work plan, including a virtual or telephone appointment with the consultant ($540)
A virtual or telephone appointment with the consultant to review the bids received in accordance with the personalized work plan . Written communication summarizing the recommendations to help facilitate the selection of contractors ($360)
Program Start Date and Eligibility Application
The program for non‑affected residents begins on Monday, March 30, 2026.
Eligible applications will be processed through this program until March 30, 2027. Applications will be handled in the order in which they are received.
